(CONSULTING SERVICES – SELECTION OF FIRMS)

Assignment Title: Updating of inventories and census in the right-of-way planned for lines and substations in Benin

The Government of the Republic of Benin has requested, as part of the WAPP NorthCore regional interconnection project, a grant from the World Bank and intends to use part of it to make payments for Consulting services for updating inventories and censuses in the right-of-way planned for lines and substations in Benin. The services essentially include the inventory of individuals, communities and cultural goods or assets affected because they are located in the right-of-way of the line and posts, the identification, inventory and consultation of PAPs, the resumption of calculations of the individual and collective goods affected on the basis of formal scales, the production of a consolidated report, the production of negotiated compensation agreement sheets signed by each PAP and individual identification sheets of the goods affected by PAP, the production of a database GIS on goods, people, right of way, etc.

SCOPE OF SERVICES

The Consultant will, among other things:

IDENTIFICATION OF GOODS AFFECTED AND CENSUS OF PAP:

  1. Visit to stakeholders: Contact, site recognition and organization of interventions
  2. Initial field visit: Verification and collection of available data
  3. Data collection visit: Socioeconomic and cultural surveys
  4. Processing of collected data

CONSULTATION AND PARTICIPATION OF STAKEHOLDERS:

  1. Consultation with affected parties
  2. Formal public meetings
  3. Drafting of documents following stakeholder consultations

The total duration of the study is estimated at 6 weeks. The planned start date of the mission is July 2020.

QUALIFICATION OF CONSULTANTS AND PRESELECTION CRITERIA

As part of this consultation, the NorthCore Project PMU intends to hire a national study office with relevant experience in similar studies. The WAPP NorthCore Project invites eligible Consultants' firms to express their interest in providing the Services. Interested Consultants must provide information indicating that they have the required qualifications and relevant experience to perform the services. The pre-selection criteria are based on the General and specific Experiences of the Consultant defined as follows: (i) experience in carrying out RAPs in general, (ii) experience in carrying out RAPs for similar projects, (iii) experience in using environmental & social policies and directives in the context of carrying out RAPs in projects financed by the World Bank or the African Development Bank, (iv) knowledge of the socio-economic and cultural dynamics of the population of the project area, (v) experience in carrying out GIS in general and particularly demographic GIS and location of objects, as well as in handling and training on GIS.

The attention of the Consultants interested is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the “Procurement Regulations for IPF Borrowers”, World Bank Edition, July 2016 Edition revised in November 2017 and in August 2018 ("Procurement Regulations"), setting out the World Bank's policy on conflicts of interest.

Consultants can partner with other firms to form an association (joint venture) to increase their chances of qualification, but must clearly indicate whether the association is a joint venture and / or a subcontractor. In the case of a joint venture, all of the association's partners are jointly and severally responsible for the entire performance of the contract if they are selected.

Consultants will be selected in accordance with the Selection Method Based on Consultant Qualification (“SQC”) set out in the “Procurement Regulations”.
