Assignment Title: EXTERNAL AUDIT OF SOLAR DEVELOPMENT IN SUB-SAHARAN AFRICA PROJECT FOR FISCAL YEARS 2020, 2021 & 2022

The West African Power Pool (WAPP), a specialized agency of the Economic Community of West African States (ECOWAS), headquartered in Cotonou, Republic of Benin, has received a grant from the World Bank toward the cost of the Solar development in Sub- Saharan Africa Phase 1 (Sahel) and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include an external audit of the Solar development in Sub-Saharan Africa Phase 1.

The audit assignment shall cover fiscal years 2020, 2021 and 2022. The audit shall be conducted in accordance with International Standards on Auditing (ISA) as defined by the IFAC, which shall constitute the basis for all the checks and controls that the auditor shall in such circumstances deem necessary. The mission is scheduled for an approximate overall duration of 90 days. This duration breaks down as follows by exercise:

  1. Exercise 2020: 30-day audit
  2. Exercise 2021: 30-day audit
  3. Exercise 2022: 30-day audit

Final audit reports must be produced no later than five (5) months following the close of the relevant fiscal year.

The WAPP now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

  1. The Consultant must be an independent Audit and Accounting Expertise firm, customary profession of reviewing the accounts, regularly registered on the Board of an internationally recognized Order of Chartered Accountants by IFAC or FIDEF;
  2. General experience of more than ten years;
  3. Specific audit experience of international organizations funded by traditional donors (World Bank, African Development Bank, etc.);
  4. Specific audit experience of Energy Sector Institutions.

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank's “Procurement Regulations for IPF Borrowers” July 2016 Revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank's policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and / or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the "Least Cost-based Selection" method set out in the Procurement Regulations.

Expressions of interest must be presented in French or English (at Consultant choice). Due to the Covid-19 crisis, submissions must be done in PDF format and delivered only by email before December 07, 2020 (10:00 am Cotonou time) to the email address: procurement@ecowapp.org

The opening of received expressions will take place on December 7, 2020 at 10:30 am Cotonou time. Applicants wishing to participate in the opening of applications received, which will be hosted online using Microsoft Teams, should send a request to the address msdiedhiou@ecowapp.org and the link to join the virtual meeting will be communicated to them.

Due to the COVID-19, hard copies shall not be accepted, and any hard copy sent to the WAPP Secretariat will be rejected. Proposals received by the WAPP after the expiry date indicated above will be rejected.

Expressions of Interest must clearly bear in the email subject the mention: “EOI - EXTERNAL AUDIT OF SOLAR DEVELOPMENT PROJECT - BJ-WAPP-149747-CS-LCS”

Expressions without the subject mention above may not be identified in time and therefore not registered; as such, we strongly recommend that all applicants follow the above instruction.
