Assignment Title : Provision of Consulting Services for the Development of a Training and Certification Programme in Solar Renewable Energy for the benefit of actors in the West African electricity sector

 

The West African Power Pool (WAPP) Secretariat - a Specialized Institution of the Economic Community of West African States (ECOWAS) headquartered in Cotonou, Republic of Benin, has received a Grant from the World Bank and intends to apply part of the proceeds for consulting services for the Provision of Consulting Services for the Development of a Training and Certification Programme in Solar Renewable Energy for the benefit of actors in the West African electricity sector.

The estimated level of effort is 158 man-days. The implementation period is estimated at 35 weeks and the expected start date of assignment is September 2020.

 Consultant’s Qualifications and Shortlisting Criteria

The WEST AFRICAN POWER POOL now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

  1. At least 10 years in (i) identifying and developing training content for a certification programme, (ii) facilitation/training for participants and other actors in the electricity sector and (iii) proposing tools for monitoring and evaluating the impacts of the certification programme on beneficiary entities and persons;
  2. The Consultancy firm must have carried out at least two similar assignments within the last five years (similarity will be assessed with regards to training sessions on renewable energy of Solar production);
  3. Availability of Bilingual Experts to carryout the assignment;
  4. Experience in West African countries.

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 Revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint-venture and/or a sub-consultancy. In the case of a joint-venture, all the partners in the joint-venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the “Consultant Qualification Selection” (CQS) method set out in the Consultant Guidelines.
