TRANSCO CLSG will start operating its HV Transmission network in June 2021 and will generate revenue from the sale of transmission services to its four shareholders(CI Energies, Electricité de Guinée, Liberia Electricity Corporation and the Electricity Distribution and Supply of Sierra Leone) and other users. The fulfilment of TRANSCO CLSG revenue requirements is ensured through the provisions of the Treaty and International Project Agreement subscribed by the four CLSG States.

The Government of Liberia (Hereinafter called "Borrower") has recieved financing from the International Development Association (IDA) ("the Bank") in the form of a credit hereinafter called "Credit'' towards the cost of Côte d'Ivoire, Liberia, Sierra Leone and Guinea Interconnection Project (CLSG). TRANSCO CLSG (hereinafter called "the Client") intends to apply a portion of the proceeds of this credit to eligible payments under the contract for the operations and maintenance (O&M) Operator for the CLSG interconnection network, not later than the closing date of the credit. For this contract, the Borrower shall process the IDA payments using the Direct Disbursment Method as defined in the World Bank's Disbursement Guildlines.

TRANSCO CLSG, "the employer" now nvites sealed Bids from eligible Bidders for Operations and Maintenance (O&M)  Management Services of CLSG interconnection network including  Transfer of Knowledge, Training, Lines and Substations Operations and Maintenance(including but not limited to overhead Transmission Lines, Underground Transmission cables, Transformers, Disconnectors, circui breakers, shunt capacitors, shunt reactors, measurement transformers, AC/DC supply equipment's, middle voltage switch board, Low voltage switch board, surge arresters, Scada systems etc) for a duration of four (4) years.

Bidding will be conducted through international competitive procurement usng a Request for Bids (RFB) as specified in the World Bank's Guildlines: Procurement under IBRD Loans and IDA Credits, January 2011 (revised July 2014).

The Bidding Document in English maybe purchased by interested eligible bidders upon the submission of a written application to the address above and upon presentation of a proof of payment of a non refundable fee of Three Hundred United States Dollars or equivalent XOF or EUR. Bids must be delivered to the address below office on or before 10/12/2021 at 10:00AM. Electronic bidding will be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of Bidders'designated representatives at the address below on 10/12/2021 at 11:00AM. Bidders will also have the option to submit theirs bids electronically (by email) at the address: nseshie@transcoclsg.org. The electronic procedure is decribed in section II-Bid Data sheet, Clause 23.1 and 26.1 of the Request for Bids.

All Bids must be accompanied by a Bid Securing Declaration consisted with the form included in Section IV ''Bidding Forms".

Bids shall remain valid for 180 days after the deadline for submission prescribed above.

Attention is drawn to World Bank's Guildlines requiring the Borrower to disclose information on the successful Bidder's beneficial ownership, as part of the Contact Award Notice using the beneficial Ownership Disclosure Form as included in the bidding document.
