Invitation to Tender – Case without pre-qualification
The West African Power Pool (WAPP) has obtained funds under its operating budget and intends to use part of these funds to make payments under the Framework agreement number WAPP/AC/01/2023, relating to the provision of various services in four (4) lots.
WAPP invites offers to be sent by email from eligible candidates (Individual Expert for Lot 4 and Firms/Companies) for the other lots) and meeting the qualifications required to provide:
The framework agreement will be a “closed framework agreement without a second stage competition”. A “closed” framework agreement procedure without competition in the second stage is one in which the contracting authority concludes with one or more suppliers or contractors a framework agreement which sets out all the conditions of the contract. The first stage submission is final and there is no competition between suppliers or contractors in the second stage of procurement.
The framework agreement will be entered into with a maximum of five (5) holders per lot, subject to a sufficient number of candidates and satisfactory offers. The duration of the framework agreement will be two (2) years renewable once (1) without its total duration exceeding four (4) years (in accordance with the WAPP Public Procurement Code).
The procurement will be conducted by Open Tender as defined in the WAPP Public Procurement Code and open to all eligible candidates.

Bids in PDF, protected by a password, must be submitted by e-mail exclusively to the secure address: procurement@ecowapp.org no later than September 25, 2023 at 10:00 local Cotonou time. Any tender received by Procurement@ecowapp.org after the expiry of the deadline for submission of tenders will be rejected. Paper bids will not be accepted.

Tenders will be opened via videoconference on September 25, 2023 at 10:30 local Cotonou time. Candidates wishing to participate in the online opening could connect to the link (Microsoft Teams) that will be sent to them by seeing a request at the following address no later than September 21, 2023: msdiedhiou@ecowapp.org. The opening report will be sent to all candidates.
Tenders must remain valid for a period of 120 days from the deadline for submission.
