NOTICE OF INTERNATIONAL RECRUITMENT

Position - Technical Project Coordinator

Nationality - ECOWAS Citizens
Duty Station- Abomey-calavi, Benin
Coontract Type- Permanent
Publication Period- from 16th March 2026 to 14th May 2026 inclusive

1. Introduction
The West African Power Pool (WAPP) is a specialized institution of the Economic Community of West African States (ECOWAS) that aims to integrate national power systems into a unified regional electricity market to ensure a reliable and cost-competitive supply of energy to West African citizens.

The headquarters of the WAPP Secretariat is based in Abomey-Calavi, Republic of Benin.

The WAPP Secretariat, as part of the achievement of its mission, intends to recruit a Technical Project Coordinator.

2. Job Summary
Under the overall guidance of the Director of Planning, Investment Programming and Environmental Safeguards, and the direct supervision of the Head of the Planning, Studies and Project Financing Division, the incumbent contributes to the strategic planning of the regional power system development, coordinates pre-investment studies for priority regional generation and transmission projects, and ensures the mobilization of the financing required for their implementation.

3. Qualifications, experience and skills of the Profile

3.1. Academic & Professional Qualifications Required

The candidate shall have the following minimum academic and professional qualifications:

Basic Education: Engineering degree (Master’s level – WAEC+5) or a Master’s degree in Electrical, Electromechanical, Mechanical, Energy Engineering, or a relevant field from a recognized university.

Years of professional experience: A minimum of seven (07) years of experience in power system planning, coordination of infrastructure projects—preferably in the electricity sector and at the regional level—and a strong knowledge of international donor procurement procedures.

3.2 Skills & AbilitiesRequired

The skills and abilities required for this position are summarized as follows:

  1. Proven experience in the management and/or coordination of regional electrical infrastructure projects.
  2. Advanced planning and management skills, including activity structuring, performance monitoring and evaluation, and a strong knowledge of project/program management tools and methodologies
  3. Strong analytical skills, including data and risk assessment, the ability to propose innovative solutions, and a solid command of strategic analysis methods.
  4. Ability to work effectively in a multinational and multicultural environment, with excellent interpersonal skills (negotiation, mediation, and conflict resolution) and proven leadership abilities to mobilize teams and effectively drive programs and projects.
  5. Demonstrated oral and written communication skills, with the ability to clearly present complex information, technical draft documents, and a thorough knowledge of professional communication standards.
  6. Good command of IT tools, including Excel, Word, PowerPoint, Project, email, and the Internet.
  7. Excellent written and spoken command of French or English, with a good working knowledge of the other language.

4. Additional Information

4.1. Eligibility requirements

  1. Applicants must be nationals of ECOWAS Member States.
  2. External candidates should not be over 50 years old at the application submission deadline, 14th May 2026.

4.2 Remuneration

The position is classified at Grade P3/P4 of the WAPP Salary Scale. The level of the position depends on the qualifications, professional experience and remuneration of the incumbent. The WAPP offers competitive remuneration conditions comparable to those in force in sub-regional/international organizations of similar status.
