FINANCIAL AND ACCOUNTING AUDIT OF THE INTEGRATION AND TECHNICAL ASSISTANCE PROJECT ACCOUNTS

The General Secretariat of the West African Power Pool (WAPP) a specialized institution of the Economic Community of West African States (ECOWAS) has received a donation from the International Development Association (IDA) and intends to use part of the amount of this grant to make payments under the following contract: Financial and accounting audit of project accounts (fiscal years 2021 and 2022).

The audit mission covers two fiscal years, namely 2021 and 2022. The audit of the Project will be carried out in accordance with International Standards on Auditing (ISA) issued by IFAC and will include audit tests and procedures as well as the checks that the auditor deems necessary in the circumstances. The mission is scheduled for an overall approximate duration of 60 days. This duration breaks down as follows per fiscal year:

  1. Financial year 2021: 30-day audit
  2. Financial year 2022: 30-day audit

The final audit reports must be received no later than five (5) months after the end of the financial year concerned.

WAPP invites eligible Consultants to apply to provide the services described above. Interested consulting firms must provide information indicating that they are qualified to carry out the services (brochures, references concerning the execution of similar contracts, experience in similar conditions, availability of the necessary knowledge among the personnel, etc.).

The selection criteria for the shortlist are as follows:

  1. The Consultant must be an independent Audit and Chartered Accountant firm, with the usual profession of auditing the accounts, regularly registered on the Roll of an Order of Chartered Accountants recognized internationally by IFAC or FIDEF;
  2. General experience of more than ten years;
  3. Specific audit experience of international organizations financed by traditional donors (World Bank, African Development Bank, European Union, etc.).

Key personnel will not be assessed at this stage of the selection; the Terms of Reference will be published with the Request for Proposals which will be sent to the firms which will be retained on the shortlist.

It is brought to the attention of Consultants that the provisions of paragraph 1.9 of the "Guidelines: Selection and Employment of Consultants by World Bank Borrowers under IBRD Loans and IDA Credits and Grants" Edition of January 2011, Revised Version of July 2014 (“Consultant Guidelines”), relating to the World Bank's rules on conflict of interest are applicable. These Directives are those applicable to this market.

Consultants may associate with other firms to form an association ("joint venture" or group) or enlist the services of sub-consultants to increase their chances of qualification. In the case of a joint venture, all the partners of the association are jointly and severally responsible for the entire execution of the contract if they are selected.

A Consultant will be selected using the “Least Cost Selection” method as described in the Consultant Guidelines. Interested Consultants can obtain additional information by sending their messages to the address below;

Expressions of Interest must be submitted in French or English (at the Consultant's choice) in electronic version only because of Covid-19. Applications will clearly bear the mention "Consulting services for the financial and accounting audit of the accounts of the ITAP 2021-2022 project" and must be received no later than 10:00 a.m., local time, on 14/3/2022 at the following address : procurement@ecowapp.org

The opening of the events will take place the same day online at 10:30 a.m.
