WAPP is an association of public and private electricity companies in West Africa, created in 1999 by the authority of the Heads of State and Government of the ECOWAS Member States.

The WAPP General Secretariat, under the aegis of ECOWAS; signed a Headquarters Agreement with the Government of the Republic of Benin.

WAPP operates within the provisions of the ECOWAS Treaty as an International Organization enjoying diplomatic immunity in the execution of its missions.
