Ladies and gentlemen,

The General Secretariat of the West African Power Pool (WAPP) (hereinafter referred to as the "Funding Recipient "or the" Client") has received funding from the Millennium Challenge Corporation (MCC) in the form of '' a subsidy granted in accordance with the Cooperation Agreement dated May 7, 2021, between the MCC and the Funding Recipient (the “Cooperation Agreement”) intended to finance the cost of the Feasibility Study of the 2nd Electricity Interconnection Project Côte d'Ivoire -Burkina Faso. This funding is referred to as “Project Support Funding”.

The Funding Recipient intends to use a portion of the Project Support Funding to make authorized payments under a contract for which this Request for Proposals ("RFP") is issued. Payments made by the Recipient of funding under the proposed contract are subject, in all respects, to the terms and conditions of the Cooperation Agreement and related documents, including restrictions on the use and disbursement of Funding from. project support. No party other than the Funding Recipient may derive any rights from the Cooperation Agreement or have rights to the proceeds of the Project Support Funding.

The Funding Recipient is now seeking proposals for the provision of the following consulting services (hereinafter referred to as the "Services"): Feasibility study of the Côte d'Ivoire-Burkina Faso 2nd Electricity Interconnection Project. The Terms of Reference (Section 7) provide more details regarding the Services.

This RFP cannot be transferred to any other firm.

A firm will be selected using Quality and Cost Based Selection Procedures (QFS) in accordance with the MCC Program Procurement Guidelines, which can be found on the MCC website at the following address : www.mcc.gov/ppg.

  1. Section 1 - Request for Proposals Letter
  2. Section 2 - Instructions to Consultants and Specific Data Sheet
  3. Section 3 - Technical proposal - Standard forms
  4. Section 4 -Financial Proposal -Standard Forms
  5. Section 5 - Eligibility
  6. Section 6 - Fraud and corruption
  7. Section 7 - Terms of Reference
  8. Section 8 - Contract Conditions and Contractual Form
