NOTICE OF TENDER

(Financing: WAPP / WAPP Budget)

The West African Power Pool (WAPP) has received funds from its budget and intends to use part of these fund to make payments under acquisition of four (4) 4X4 vehicles in three (3) lots.

The West African Power Pool (WAPP) solicits closed bids from eligible candidates who meet the required qualifications (see point 5 below) for:

  1. lot (1): Two (2) 4x4 vehicles
  2. lot (2): One (1) 4x4 vehicles
  3. lot (3): One (1) 4x4 vehicles

The award of the contract shall be conducted by open tender as defined in the WAPP Procurement Code and open to all eligible applicants.

Eligible and interested bidders may obtain free information and a Bidding Documents (RFP) in English or French (at the bidder's option) by sending a written request by email to: msdiedhiou@ecowapp.org with copy to andorere@ecowapp.org

Qualification requirements are:

Financial capacity: The Bidder must provide written proof that it meets the following requirements: a certificate of financial capacity of at least 40 million (40,000,000) CFA francs for lot no. 1 and twenty million (20,000,000) CFA francs for each of the lots 2 and 3 issued by a bank known and reputable.

Technical capacity and experience: the Bidder must demonstrate, with supporting documentation, that it meets the following technical capability requirements:

  1. the completion, for each lot, of at least two (2) supply contracts of a similar nature during the last three (3) years.
  2. the availability of after-sales service in Benin with equipment and personnel necessary for the maintenance and repair of vehicles or a contract between the supplier and a vehicle maintenance and repair company in Benin

The Bidder must provide written proof that the supplies it offers have already been marketed in an ECOWAS country for more than two (2) years.

The margin of preference will not be awarded to eligible candidates.

Offers must be submitted to the address below or by email to the email address: procurement@ecowapp.org no later than 12 December 2019 at 10:00 local time (GMT + 1). Late bids will not be accepted.

Tenders will be opened in the presence of the representatives of the candidates present at the following address on 12 December 2019 at 10.30 local time (GMT + 1).

Offers must include a bid security in the amount of:

  1. 1,200,000 F CFA for lot 1
  2. 600 000 F CFA for lot 2
  3. 600 000 F CFA for lot 3

Offers must remain valid for a period of 60 days from the deadline for submission.

IMPORTANT: It should be noted that all references to the Bank (in the DAO) refer to the West African Power Pool (WAPP).
