Dear Sir/Madam,

1. The West African Power Pool (WAPP) has received funding from its budget and intends to use a portion of these funds to make payments under the contract for the Selection of a Health Management Organization (HMO) for WAPP staff health management services.

2. The West African Power Pool (WAPP) invites bids from eligible and qualified candidates to provide WAPP staff health management services.

3. The contract will be awarded through an open tender process as defined in the WAPP Procurement Code, and is open to all eligible candidates.

4. Interested candidates can obtain information and the Request for Proposals (RFP) by submitting a written request to the following email address: cpm@ecowapp.org with copies to: crh@ecowapp.org and spos@ecowapp.org

5. Bids must be accompanied by a Bid Security Declaration (see Form on page 55 of the RFP) in accordance with the provisions of the Request for Proposals (RFP).

6. The qualification requirements are as follows:

The OGS will be evaluated based on their ability to provide a proposal based on the following products, which are an integral part of the solution:

  • High levels of customer service, defined in a Service Level Agreement (SLA) and process diagrams;
  • Global reach and network of the proposed health insurance;
  • Compliance with WAPP specifications;
  • Comprehensive management reporting;
  • Competitive cost.

The list below enumerates the main prequalification requirements that potential OGSs/health insurers must submit:

  • Annual revenue of at least 1 billion FCFA;
  • Management of at least 10 plans with a minimum of 2,000 members each, with at least 10 members per plan;
  • International affiliations covering Europe and North America;
  • A multilingual call center offering services in English and French;
  • Audited financial statements for the past 3 years;
  • A company profile;
  • A certificate of registration – (Please indicate if it is renewable and the renewal period);
  • A certificate of registration with the NHIS/regulatory operating license for the territory(ies) in which they operate – (Please indicate if it is renewable and for how long);
  • The 5 main client references with contact names, telephone numbers, and email addresses;
  • The total number of staff in the medical management unit;
  • The composition of the clinical staff as follows: Paramedical, etc. ;
  • The hospital network and area of ​​specialization within and outside Benin. Use the format below:

7. Bids, in password-protected PDF format, must be submitted exclusively by email. Bids must be sent no later than May 15, 2026, at 10:00 a.m. local time in Benin to the following secure email address: procurement@ecowapp.org

Any bid received by procurement@ecowapp.org after the submission deadline will be rejected.

8. Bids will be opened via videoconference on May 15, 2026, at 10:30 a.m. local time in Benin. Candidates wishing to participate in the online opening can connect via the link (Microsoft Teams) that will be sent to them by sending a request to the following address no later than May 15, 2026: cpm@ecowapp.org

9. Offers must remain valid for a period of one hundred and twenty (120) days from the submission deadline.
