Results of the 17th session of the WAPP General Assembly

On November 18, 2022, was held in Dakar, Senegal, under the Very High Patronage of His Excellency Mr. Macky SALL, President of the Republic of Senegal, current Chairman of the African Union and His Excellency Dr. Omar Alieu TOURAY, Chairman of the ECOWAS Commission, the 17th General Assembly of WAPP. The theme for this year's General Assembly is "Development and Integration of Renewable Energy in the ECOWAS Regional Electricity Market". Preluding to the 17th General Assembly, the 39th Coordination Meeting of Technical and Financial Partners (TFP) on November 17, 2022.

The WAPP Technical and Financial Partners (TFP) Coordination Meeting is one of the key meetings often held within the framework of the WAPP's General Assembly to present to the WAPP TFPs the status of the implementation of the ECOWAS Regional Electricity Market and the status of the development of the Priority Projects identified by the 2019-2033 ECOWAS Master Plan for the Development of Regional Power Generation and Transmission Infrastructure as well as the financial needs required by the priority projects. During this year’s WAPP TFP’s Coordination meeting, pledges of funding were recorded for key projects of the WAPP.

The opening ceremony of the WAPP General Assembly, held on November 18, 2022, was attended by the (i) the Secretary General of the Ministry of Petroleum and Energy of Senegal, Mr. Cheikh NIANE representing His Excellency Mr. Macky SALL, President of the Republic of Senegal, current Chairman of the African Union (ii) the Director of Energy of the ECOWAS Commission, Mr. Bayaornibè DABIRE representing His Excellency Dr. Omar Alieu TOURAY, Chairman of the ECOWAS Commission, (iii) the Chairman of the WAPP Executive Board, Mr. Sule Ahmed ABDULAZIZ, (iv) the WAPP Secretary General, Mr. Siengui A. KI, (v) and the Director General of SENELEC, Mr. Pape Mademba BITEYE.

The General Assembly was chaired by the Secretary General of the Ministry of Oil and Energy of Senegal, Mr. Cheikh NIANE, representing His Excellency Mr. Macky SALL, President of the Republic of Senegal, current Chairman of the African Union. This Session itself, held on November 18, 2022, marked the climax of the series of meetings that began on November 14, 2022, and the General Assembly was an occasion for the WAPP Executive Board to review the management as well as the future operation of WAPP through Policies and Agreements. Also, during the General Assembly, the Financial Statements, the External Auditor's Report, the Activity Report of the Secretary General of WAPP as well as the Recommendations of the WAPP Organizational Committees were examined by the Assembly.

Notably, subject to the recommendations of the General Assembly, the reviewed aforementioned documentations were adopted. Also, a new application for membership to the WAPP, namely “Société de Production d’Énergie” (SBPE) of Benin and Calik Energy of Senegal was approved and Assembly designated Niger as the host country of the 2023 General Assembly.

Following this General Assembly, a delegation of the WAPP members Utilities Managing Directors and Chief Executive Directors led by the Managing Director of SENELEC and the Secretary General of WAPP paid a working visit to the Prime Minister of Senegal, His Excellency Mr. Amadou BA, to brief him on the work carried out and decisions taken by the 17th Session of the WAPP General Assembly.
