The WEST AFRICAN POWER POOL (WAPP) has received financing from the World Bank towards the cost of the preparation of the Ghana-Côte d’Ivoire Interconnection project and operationalization of the ECOWAS Regional Electricity Market and intends to apply part of the proceeds for consulting services to be provided by eleven technical engineers. The WAPP Secretariat will directly contract each engineer, as individual consultant, on an individual basis.
In the framework of the operationalization of the ECOWAS Regional Electricity Market where the WAPP Information and Coordination Centre (WAPP ICC), a Department within the WAPP Secretariat has been designated to perform the functions of a System Market Operator (SMO) responsible for coordinating the reliability of the WAPP Interconnected Transmission System (WAPPITS) made up of the power systems of fourteen (14) ECOWAS Member Countries and administration of the regional electricity market.
To this end, the above additional staffing recruitment is envisaged to reinforce the capacity of the WAPP ICC as it seeks to deliver on its mandate as a SMO.
The consulting services (“SCOPE OF SERVICES”) of each of the seven positions require the corresponding technical expertise from the incumbent. The Profile (qualifications, skills, Knowledge) and the Scope of services (Job Summary, Duties and responsibilities, Line Management) are fully described in the Term of Reference attached to each advertised vacant position.

These positions are funded by the World Bank within the Project “WAPP Côte d’Ivoire Interconnection and operationalization of the ECOWAS Regional Electricity Market”. The successful candidate shall be offered an initial Consultancy Contract of two (02) years, renewable, to cover the outstanding execution period of the funding project subjected to the validity timeframe/extension of the funding project with WAPP, the availability of funds and the yearly satisfactory appraisal of the Engineer’s performance. The first year shall be considered as a probationary period. Upon completion of the World Bank funding, the position shall be absorbed by WAPP. The WAPP Secretariat offers a competitive compensation package comparable to those offered by similar regional/international organizations.
The Consultant will be selected in accordance with the method of "Selection of Individual Consultants" described in the World Bank "Procurement Regulations for IPF Borrowers” (Edition November 2020).
