INVITATION TO TENDER

1. The West African Power Pool (WAPP) has received financing from the World Bank to fund the WAPP 400/330 kV Ghana-Côte d'Ivoire Interconnection Strengthening Project and the Operationalization of the ECOWAS Regional Electricity Market, and intends to use part of this financing to make payments under the Contract for the Procurement of twenty-nine (29) laptops in three (3) lots.

2. The West African Power Pool (WAPP) invites sealed bids from eligible and qualified bidders to supply twenty-nine (29) laptops in the following three (3) lots:

  • Supply of nineteen (19) 512GB SSD laptops (Lot No. 1)
  • Supply of seven (7) 1TB NVMe SSD laptops (Lot No. 2)
  • Supply of three (3) LENOVO ThinkPad 1TB NVMe SSD laptops (Lot No. 3)

3. The procedure will be conducted through a National Competitive Bidding (NCB) process as defined in the World Bank’s Procurement Regulations for Borrowers under Investment Project Financing (IPF), February 2025 edition (“the Procurement Regulations”), and is open to all bidders from eligible countries as defined in the Procurement Regulations.

4. The qualification requirements are (see the Tender Documents for detailed information):

Technical Capacity and Experience:

  • The Bidder must demonstrate, with supporting documentation (certificate of services rendered), that it meets the following experience requirements: having already executed a contract of a similar nature and size during the last three years (2023, 2024, and 2025).

5. The procedure will be conducted by request for quotation as defined in the “Procurement Regulations for Borrowers Applying for Investment Project Financing (IPF)” February 2025 Edition.

6. Interested and eligible Bidders may obtain the Tender Documents (TD) in French by submitting a written request to the email address and review the tender documents at the following address: cpm@ecowapp.org.

7. Bids in PDF format must be submitted exclusively by email to the secure address procurement@ecowapp.org no later than May 11, 2026, at 10:00 a.m. Benin local time. Submissions of hard copies or those submitted late will be rejected.

8. Bids will be opened online with the participation of bidders' representatives on May 11, 2026, at 10:30 a.m. Benin local time. Candidates wishing to connect via the link (Microsoft Teams) to participate in the online opening must send a request to the following address no later than May 8, 2026, at 10:00 a.m. Cotonou local time: cpm@ecowapp.org

9. Bids must be accompanied by a Bid Security Declaration and Manufacturer's Authorization (see forms attached to the Tender Documents).

10. Bids must remain valid for 90 days from the submission deadline.
