REQUEST FOR EXPRESSIONS OF INTEREST

TRAINING OF WAPP STAKEHOLDERS

ON POWER SECTOR GOVERNANCE

  1. The West African Power Pool (WAPP) is a specialized institution of the Economic Community of West African States (ECOWAS), which encompasses twenty-nine (29) power generation, transmission, distribution and marketing companies. The vision of WAPP Organization is to integrate the national power system operations into a unified regional electricity market - with the expectation that such mechanism would, over the medium to long-term, assure the citizens of ECOWAS Member States a stable and reliable electricity supply at affordable costs.
  2. The realization of this vision necessitates, among others, an appropriate institutional and regulatory framework, the development of power infrastructures and strengthening of the capacities of WAPP Members. In this regard, the WAPP Secretariat with the assistance of USAID has the aim of developing the human resource capacity necessary to integrate the respective electricity systems of ECOWAS Member States and has identified the need to pay much attention to governance of the electricity sub-sector as a key component. The processes and institutions that shape how decisions are made in the electricity sector influence the success of policy and reform efforts regionally. If the integrated electricity market is to bring about meaningful change, then it must be supported by a system of good governance.
  3. The WAPP intends to apply part of the of USAID financing for consulting services. The consulting services (“the Services”) include a training programme to increase the competency of participants in developing appropriate policies, regulations, codes, and standards and practices that would improve the governance of the power sector in West Africa. The assignment duration is about 2 weeks in December 2017 for Anglophone group (about 16 persons) and for Francophone group (about 20 persons). The training venue is Dakar, Senegal.
  4. The WAPP Secretariat invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are (Interested Consultants should provide all documents, statements and references related to these criteria):

 

  1. Professional Certificate if available or an official agreement delivered by a renowned Institution/Government;
  2. Significant experience in similar assignments delivered for corporate and private companies in the past five (5) years;
  3. Strong experience in the preparation and implementation of similar assignments in Africa (experience in West Africa region will be a significant advantage).
  4. Availability of key personnel comprising Experts in Power Sector Governance with at least ten (10) years of experience in power sector and five (5) years in the preparation and facilitation of training in power sector governance, notably for the Regional and/or International Development Organizations.

 

  1. Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.
  2. A Consultant will be selected in accordance with the “Consultants’ Qualifications method “set out in the WAPP Tender Code.
