The West African Power Pool (WAPP) is a specialized institution of the Economic Community of West African States (ECOWAS), which encompasses twenty-nine (29) power generation, transmission, distribution and marketing companies in West Africa. WAPP Secretariat is based in Cotonou, Republic of Benin. The vision of WAPP Organization is to integrate the national power system operations into a unified regional electricity market, which will over the medium to long-term, assure the citizens of ECOWAS Member States a reliable and competitive electricity supply.

This Invitation for Prequalification follows the General Procurement Notice (GPN) for this pro-ject that appeared in Development Business WB3182-06/14 of June 18, 2014

The Governments of Côte d’Ivoire, Liberia, Sierra Leone and Guinea have received financing from the World Bank, European Investment Bank, KfW Development Bank and the African Development Bank towards the cost of the Côte d’Ivoire – Liberia – Sierra Leone – Guinea Interconnection Project. Part of the proceeds will be used for payments under the contracts named above.

The International Development Association (IDA) granted to the Government of Liberia global

financing of One Hundred and forty four million and five hundred thousand dollars ($144.5,) for the

implementation of the Interconnection Project Côte d’Ivoire, Liberia, Sierra -Leone, Guinea (CLSG).

Part of this amount is to be used to finance the following contract: Individual Consultant for the position

of Communication Officer.

The Communication Officer (CO) will provide strategic and general supervision for TRANSCO CLSG.

She/he will develop a robust communication strategy and policies for TRANSCO CLSG. In particular,

the CO supports TRANSCO CLSG internal and external communications with all stakeholders on

project implementation and post implementation across a wide range of media (web, print, radio,

television, etc) to disseminate TRANSCO CLSG’s messages, views and positions in order to raise the

organization’s profile and create greater awareness of the organization and its activities. The duration of

the assignment is for two and half years (30 months).

The WAPP Secretariat has taken cognizance of the fact that the West African Power Utilities have been undergoing reforms over the past decades to enable them improve their technical and economic performances. These reforms in the West African energy landscape have revealed significant gaps in human resources planning and management within the power utilities. This is traceable among other reasons to the fact that majority of the experienced management and technical workforce in various fields of activity of the power utilities would be eligible for retirement in the next five years.

WAPP, in collaboration with its member utilities, plans to create Centres of Excellence to meet on the one hand, the gap between demand and availability of required expertise in the electricity sector, and on the other hand to foster in knowledge-based organization.

Senelec is one of the 26 member utilities of WAPP and its training centre (CFPP at CAP DES BICHES) is among the five Centres of Excellence identified in the Capacity Building Study commissioned in support of the implementation of the regional electricity market.
